FEU Calls for Strategic Investment and Recognition of the Fire Service as a Pillar of European Resilience. See the statement below and attached.
During the FEU Seminar in Vienna 20 November 2025, where European fire service leaders and experts gathered, it was once again confirmed that the fire service plays a crucial role as the last line of defence in times of crisis. The participants collectively emphasized the urgent need to strengthen Europe’s resilience against growing threats such as cyber-attacks, power outages, climate-related disasters, and geopolitical tensions.
Key priorities identified during the seminar:
- 72-hour operational readiness: Ensuring that fire and rescue services remain operational to support the public during the critical first 72 hours of any major crisis when communities are most vulnerable and effective emergency response is essential. for at least 72 hours during major disruptions.
- Cross-sector cooperation: Structurally embedding the fire service in national and European resilience planning, together with energy, digital infrastructure, healthcare, and civil protection sectors.
- Investment in people and infrastructure: Safeguarding fire stations and equipment, emergency communication systems and the wellbeing of staff to withstand crises.
- Strategic foresight: Preparing for future risks such as extreme weather, cyber threats, and breakdowns of critical vital infrastructure.
"Europe’s resilience is only as strong as its ability to protect people when other systems fail. The fire service stands on the frontline of this mission," according to Stephan Wevers, president of the Federation of EUropean fire officers.
Based on the insights and recommendations from the seminar, the FEU calls on the European Union and national governments to:
- Recognize the fire service as a critical pillar of resilience in policy and strategy.
- Ensure adequate funding and investment in infrastructure, innovation, and workforce readiness.
- Promote cross-border cooperation and knowledge exchange to address transnational crises.
Now is the time for decisive action. Let us work together to ensure that Europe’s fire and rescue services are empowered, prepared, and ready to protect our communities, no matter what challenges lie ahead.
