Message from former Secretary, Ruud Jonkman

Looking back
Serving the EU firemen’s federation for a prolonged period.
After a period of three years in FEU as a Dutch delegate, I entered in the ‘staff’ in Aachen, spring 1998. My drive has always been directed to the improvement of the level of fire or physical safety and to the guarantee of that level all over the EU territory. Apparently this idea attracts associations of fire fighters in the bigger part of the European area as proven by the number of states represented in FEU. Be aware of the fact that this private initiative is still very important because of the fact that there is no political, national nor super national body that defends that safety of the EU citizens.
Last four or five years I was worried whether FEU could continue because the job being the engine of the movement was getting beyond the possibilities of one volunteer and the available funds, in combination with the wish to stay ‘independent’ of industry and politics, prohibited professional staff. So finally the reconstruction of the Constitution, but above all and in the very first place the solution was found in the two persons that took over the flame serving the idea FEU stands for. The practical hand-over of duties and documents proceeds well, I am confident that the financial part can be formalized during the spring meeting of next year.
So I wish FEU a very good future under the guidance of its President, Dieter Nüßler and Secretary, Con Murphy.
Remember: Bide your time and watch the opportunities. You never know the moment but it will come, that FEU can hand-over its’ know-how and idealism to the properly involved EU authorities probably confronted with the anger of the public after a foreseeable and badly managed catastrophe.

FEU representation

Ruud Jonkman and Dieter Nuessler attended the CTIF General Council meeting in Luxembourg , behalf of the FEU. Most interesting was the fact that the president Walter Egger announced that highest priority would be that ‘CTIF goes Europe’
The French Fire Fighters Federation FNSPF and the French CTIF National Committee will organize a symposium about ‘Rescue and Fire fighting in Europe - 7 & 8 March 2008, in Paris.
Dieter Nuessler attended the 75th anniversary celebration of our Finish member organization Suomen Palopääiystöliitto in Helsinki. Member organizations from Norway and Sweden also attended.
Ruud Jonkman will attend the meeting in The Netherlands on ‘Dutch Diversity’ on behalf of FEU.


The 2nd Civil Protection Forum



The FEU had a stand at in Bruxelles for this event. It was an opportunity to present the organization and some of the products (Multicom112, Safehotel, Feucare, Safehotel) together with some information about the OASIS project (FEU supports the development of the TSO-terminology). Unfortunately no material could be provided from the FireComp project.
At the forum many national and international organizations active in civil Protection were present.
Several contacts with other organizations in this field were made – see below:


EENA

European Emergency Number Association - www.eena.org
Olivier-Paul Morandini invited FEU to sit on the Advisory board of EENA. We have since accepted that offer. EENA has been very successful in lobbying for the single European Emergency Call number 112. The highlight of 2008 will be the European Emergency Call number on 11/2 (February 11th ) in at the European Parliament.


EURespond

This is an alliance of individuals, NGOs, regions and corporations who are working together to provide Europe with easy-to-use, resilient, and ubiquitous communications systems. First contact was made by on 15th October by Dieter Nuessler while attending a EURespond Roundtable discussion ‘Emergency Communication provision & the contribution mobile satellite services with a Complementary Ground Component ( MSS-CGC) can make to Civil Protection’.
Some Members of European Parliament (MEPs) coming from Portugal, Italy, Greece, Spain with a special interest in Civil Protection (CP) have asked Mr. Eliot Edwards, permanent representative of the organization ‘EURespond’ in Brussels to organize a forum where MEPs can meet ‘Civil Protection actors’. This forum will offer the possibility for all participants to exchange views on pending issues in the European Parliament that are not available through the official channels of the Member States or the European Commission. FEU has expressed an interest in becoming a member of that forum.


Multicom 112

The delegation of the Finish member organization confirmed that they would like to be a partner in the bid for an extension of the Multicom112-programme that will be led by Finian Joyce from Ireland.
A representative of the Fire and Rescue department, under the Ministry of the Interior of the Republic of Lithuania, also expressed interest in adding their language as well. Further contacts will be made in January. The deadline for submission of the new proposal is 14th March. If any other partner would like to add their language, they should contact Finian Joyce and/or Dieter Nuessler as soon as possible.


Non Binding Guidelines and Minimum Standards

This is a North Atlantic Treaty/Euro-Atlantic Partnership Council (NATO/EAPC) project. The purpose of the Project is to provide some “general non-binding guidelines that EAPC nations can draw upon, on a voluntary basis, in order to enhance their preparedness to protect their civilian populations against Chemical, Biological, Radiological and Nuclear (CBRN) risks.” Con Murphy and Ruud Jonkman met with some of the Project team and discussed how the FEU might help to disseminate the results. The Project Team was invited to make a presentation at the next FEU meeting.
